[Qgis-psc] motion: globe plugin, write access for Pirmin Kalberer

Hi PSCs

With recent changes in the code (fix for resize crash, Mutex lock for render 
loop, 71443b1206ae73f5ebf3), it is now possible to use the globe plugin 
together with QGIS trunk (or 'master' in git terminology).

I'm therefore proposing to include the globe plugin to the codebase and to 
give Pirmin Kalberer, who is available as a plugin maintainer, write access to 
the qgis repo.
