[Qgis-psc] motion: svn write access for Andreas Neumann

Dear pscs

I'd like to propose svn write access for Andreas Neumann.

Andreas is an active member of the QGIS community since many years. He is 
available to commit and maintain the qgis_webclient code (as discussed on the 
developer mailing list) and to clean up the svg symbols.
