[Qgis-psc] Motion: git write access for Etienne Tourigny

Hi pscs

I'd like to propose to give write access to the git repository to 
Etienne Tourigny. Etienne has submitted many patches to the codebase and 
follows the development actively. Recently, he wrote a pull request that 
adds decoration items to the map canvas 
(https://github.com/qgis/Quantum-GIS/pull/181).
