[Qgis-psc] Proposal: Reimbursement of QGIS.org domain costs (was QGIS.org domain renewal)

I propose that we cover the cost of this from project funds and reimburse Gary.

Gary it would also be nice to get a comprehensive list of CName / A
records and where they point to that we could maintain in the
provenance docs.
