Because many people use plugins scattered over old repositories and will be 
confused if they will be unavailable in new installations. It's my opinion, 
however, not very obstinate. You're right, users can just bother authors to 
move useful plugins :)

Me... 

There was only one function I suggested: to remove (with user's permission of 
course) old repositories. This function would be for QGIS 1.9/2.0 of course.
