[Qgis-psc] candidating for commit access

Guys, these days I've been spending some spare time on 
improving the postgis topology support in qgis but my
pull requests are all hanging more time than I hoped them for :)

So I remembered about this thread.

I think I saw +1's from Paolo, Otto, Marco and Tim.
What does it take to proceed ?
