[Qgis-psc] migrating plugins

Hi all.
Recently, gmanghi suggested to migrate all plugins from the old to the
new repo. In a sense, it is a merely technical step, just like changing
server. Of course, better be cautious not to upset our precious
contributors.
The issue is becoming relevant among users.
