[Qgis-psc] Support for HF participation: Emilio

Hi all.
I would like to apply for financial support for the participation of
Emilio Loi, who recently joined Faunalia as a QGIS developer, to the
HF in Valmiera.
I should have done it before, but first I wanted to make sure he was
able to make his first commits and thus starting to contribute
actively to QGIS.
If the request is not accepted, Faunalia will support him.
