Hi.
Plugins are parts of the QGIS project, even if loosely coupled. I think we should:
* accept only plugin that have a repo (we do not want part of QGIS to be unavailable)
* accept only plugin that have a bugtracker (we want some quality control, and
feedback from users)
* make it easy (automatic) to have a default repo + bugtracker; in my experience, a
dev is usually not actively avoiding one solution over another, but simply taking the
easiest route; so if someone has good reasons to choose some alternative solutions,
they're welcome, otherwise it should be straightforward for them to adopt the default.
We are risking to babelize the structure, and I think this is very bad for the
project as a whole.
