[Qgis-psc] Managing the bank account

Sure +1 for me too, with one note:

Currently more and more emails end with "+1 from me".

But to me it is not clear when it is an official vote (which I HAVE to
answer) or when it is a 'fake' one, which I can pass when I'm busy...
So can we at least on the PSC list make it more clear when there is a
real voting going one, for example by adding a line like: "PSC members,
this is a official voting, please make clear your stand" or so.
