[Qgis-psc] Bufixing for 2.4 release

Dear Martin and Juergen,
we (QGIS-PSC) just decided to invest some of our funds to do as much bugfixing as
possible, so we would like to ask you if you agree on the same terms as we did for
2.2. Please note that I'm adding Juergen just for transparence, as he already knows
anìbout this, being a member of PSC.
