Hi Kamla Nagar,

I'm not sure what you exactly are looking for, as QGIS is truly open
source, so there is no need to ask for permission to use it.

QGIS is released under the GNU Public License (GPL) Version 2.
Developing QGIS under this license means that you can (if you want to)
inspect and modify the source code and guarantees that you, our happy
user will always have access to a GIS program that is free of cost and
can be freely modified.

So please install and use it to educate people, als have a look into the
(training) manuals that we have at docs.qgis.org.
