This is my suggestion to implement the QGIS supporting licence we have
been discussing yesterday:

There are three kinds of financial contributions, we accept:

sponsorships: annual commitments of funds to the project - more
information and a list of our sponsors

supporting licences: for institutions who cannot legally donate to the
project, we offer annual supporting licences of QGIS - more information

donations: one-time financial contributions to the project - we accept
donations via a variety of channels

QGIS licences

By purchasing an annual licence, you will receive a certificate
stating your commitment to the project [...more content here]

We guarantee that your money will be used solely for bugfixing and
documentation, thus directly contributing to the quality of the software.

We offer two options:

* per seat licence: 100 € per year
* site licence: 1,000 € per year, regardless of the number of users.
