He seems to be selling a data product (Sqlite db + QGIS project fle).
Imho, if we decide that he needs a license, that would also mean that
everyone else using QGIS to make maps or other data products has to
get a license as well.
People who write texts, save, and sell them as .doc files don't need a
license for the Microsoft Word trademark either ...
