[Qgis-psc] Suggestion for new core developers

Hi all.
Hugo and Vincent M (cc) are contributing substantial parts of code to
QGIS, and show a long term commitment to the project. I feel it
appropriate to have them on board, and grant them push access to our repo.
If nobody objects, I'd suggest them to read the terms and write us
stating their acceptance of it.
