[Qgis-psc] PSC Meeting log from 8/4?

Here's the part on QGIS 3:

numbers and api stability.   the api should never be turned inside out
and constantly changes anyway.

3.0 but we need to hear from nyall

parallel for the print composer - similar to symbology 1/2 or labeling
