We build debian/ubuntu packages, which are distributed directly by QGIS.ORG.
The standalones are made from OSGeo4W packages - so those might even be
considered to be redistributions from OSGeo4W.
But both the standalone and the debian/ubuntu packages are hosted on our QGIS
VM, which is also from OSGeo. So not sure who's legally the distributing party
anyway.
QGIS.ORG can sublicense it's Application to Distribution Entities (binaries,
not the development tools). I think that could be OSGeo.
I guess all that should be discussed with ODA and they should tell us whether
what we intend to do is covered or not.

No. You'd need a own membership for that.
But QGIS.ORG could contract you to do such work and make the development tools
available to you for it. But it would have to be integrated into QGIS and
QGIS.ORG would need to distribute.
