[Qgis-psc] Selecting devs for the paid bug fixing program

+1 on trying to get in 20 days of bugfixing and I think it's a great team
of devs.

€16k is pretty close to what we spent on 2.10 bugfixing. (We actually spent
more on 2.10 than on 2.8 last year.)
