[Qgis-psc] Chat unification

Hi,

At the dev meeting, we've been discussing the current chat situation which
seems to be that people on Gitter miss messages on IRC and the other way
around. The current situation is really detrimental to the project
communication. Imho, one of the two channels has to go. We need one
place/channel where all chat messages can be followed. Personally, I like
the feel of Gitter and the integration with Github but if the majority of
people who contribute to the chat are for IRC, then Gitter has to go.

Please discuss. I'd like to make a motion and take action next week.
