So Caroline has provided a first mockup here:

The bold text at the top are her notes from our meeting. Caroline is going to compose a QEP next that defines the proposed standard for Doxygen based API documentation and will accompany it with some actual generated context for a few sample classes so that we get a concrete idea of how the results might look. Caroline perhaps you could provide more details (sending regular status updates to the PSC would probably be good for transparency).
