[Qgis-psc] Annual meeting and charter

Hi Tim, Hi all, 

According to our charter we need to do an annual meeting this year. 

We decided to postpone from Girona to Bonn for this meeting. Is the
meeting now planned for Bonn? If yes - when and where? 

Or should we have a virtual meeting online instead? Either way - we need
to organize it. And we need the elected community members and user group
members to be present - either physically or virtually - or both.

Regarding our charter: I think we should publish the charter publically,
e.g. at http://www.qgis.org/en/site/getinvolved/governance/index.html 

Tim - are you doing this or should I?
