[Qgis-psc] Community voting members

QGIS-User-fr is not official yet ;)
We only voted for this in the QGIs-user-fr mailing list. But I didn't run the
process on the QGIS PSC side yet.
I wait for the next hackfest because there is no official process and Paulo tell
me that we can help for this (creating a form somewhere, or something else?)
