[Qgis-psc] Status manual update

Hi PSC,

I just want to give a short report about the payed manual update process.

* We have 2 payed people for QGIS manual revision - total 60 hours. They
  used a bit more than half of it by now and continue their work.
* We have one payed person working full time on the update - total 160
  hours. Due to personal issues he was not able to contribute much so far,
  but said he will start soon.

Apart from that we had many unpaid contributions and help from the
community, so the current status is, that we closed 31 issues and there are
still 51 open issues for 2.14.

This said, the manual update for 2.14 will still take some time. I will try
to motivate people for another 4 weeks, maybe find 1 or 2 more people doing
payed work (sing parts from the 160h described above) and then we hopefully
have it done by end of March / beginning of April.
