[Qgis-psc] Vote eligibility for QGIS Community Voters

Hi Jef,

The link is here:

You have 5 tags/roles there: Developer, Manager, Reporter, Bounty hunter and
Tester. From what I can see, not all users signed up appear under Reporter
tag.

Should nomination be restricted at all then?  Everyone can sign up there.
