[Qgis-psc] QGIS 3 code sprint

Hi, 

I would appreciate if the local meetings could primarily be
organized/financed by the local user groups - they should ask local
users/companies for membership fees (like Switzerland, Germany and Italy
does) and try to come up with their own local funds. QGIS.ORG can help
here and there to complete finances, if a bit is missing. 

We just recently had some major expenses (20.5 k for QGIS grants, about
12 k for 2.18 bug fixing). Currently, we should be conservative with our
spending and save our financial resources for really important 3.0
coding work (work that isn't financed by others) and bug fixing. I think
we should spend significantly more money on bug fixing for 3.0 than for
a regular release. 

While I think that meetings are useful/important to discuss things,
meetings usually are not the place where much code is produced. Besides,
with github and mailing lists we have good platforms to discuss issues
also without a meeting. I think we should concentrate our meeting
expenses to the two annual global meetings we have - as it is at these
meetings where most core devs meet at once. It is also quite unlikely
that most core devs can come to much more than two meetings in a year,
because they are either too far away or have contract work to do.
