[Qgis-psc] Fixing a performance regression in rule based renderer with many rules

+1 from me for the fund allocation. If both Martin and Matthias are interested in the work (or perhaps others?) let's put the offer to the dev list so those who are qualified and have time can come forward with an offer to do the actual work.
