[Qgis-psc] 2016 financial report and budget proposal

Hi, 

I think this document should be published, once it is approved by the
AGM (which should be soon). I would then add "approved by AGM on xx
April 2017" 

Or I add it now and add "pending approval from AGM" - perhaps I should
do that.
