[Qgis-psc] Selection of successful QGIS grant applications

Hi,

My proposal would be to accept the "processing algorithm documentation" 
outside of the grants proposal. We have money in the budget for 
documentation. That way we can also accept the "Improve deep relations 
with PostgreSQL" proposal.

In the future, we should make it clear that documentation projects don't 
need to apply for grants - there is extra money for documentation. That 
money was never used in the past three years.

Note that we started the new year with a bank account balance of 45 k €. 
Currently, we have approx. 70k in the account with several upcoming 
sponsorships already promised. So we can easily accept the "Improve deep 
relations with PostgreSQL" proposal as well.
