[Qgis-psc] Redesign call to user groups

Hi,

I've started a blog post draft to encourage our user groups to adopt the
new logo.

Could you have a look at it and add to it where necessary? We can publish
it together with an email to the lists.

@Tim: Will you then send an email to the list of user group contacts as
well?
