[Qgis-psc] QGIS issue-tracker: only osgeo-login or also QGIS-local logins?

What triggered this discussion was a user with QGIS local account who
asked for a mantra (sounded surprising). Now that same user is saying:

How hard is it now to "merge" the local user with the OSGeo user ?
