[Qgis-psc] mailing lists homogenized

Hi,

I more or less homogenized our 5 official mailing list properties.

Some of them were 'run' by older email addresses, and some had different
passwords.

All now have:
- the same administrator password (found in Keepass file)
- the same moderator password (found in Keepass file)
- the same max size (100Kb)
- the same 'run by' email address (admin at qgis.org)

So IF people want help moderate the emails (I saw several older emails
from psc members which either were too big, or had to many recipients),
