[Qgis-psc] 2016 financial report and budget proposal

The financial report 2016 is available at

I still want to add a map/table with sponsorings/donations aggregated by 
country - but that has to wait for a couple of days.

I would welcome your feedback, esp. on the 2017 budget proposal. Also if 
you have any comments or questions.

Note that we are getting close to the threshold value of income (100k) 
where we will probably have to declare taxes - and probably also pay 
taxes, unless we manage to get non-profit status of QGIS.ORG. So that's 
an open issue and may add efforts and extra expenses. Something I need 
to research.
