[Qgis-psc] Release schedule for QGIS 3.x

Hi PSC,

The roadmap on the QGIS homepage has recently been discussed. The
threads were quite long and hard to follow [1] [2]. As requested by Tim,
here is a shorter summary.

The main point on which everyone agrees is that an 8 month gap between
3.0 and 3.2 is not helpful.

The outstanding decision is, which 3.x release should be the next LTR:
    QGIS 3.2 and QGIS 3.4 are being considered.


Proposal A (3.2 LTR)
====================

  QGIS 3.0 - October 2017
  QGIS 3.2 (LTR Candidate) - Februray 2018
  QGIS 3.2 (LTR), QGIS 3.4 - June 2018

  QGIS 2.18 EOL June 2018


Proposal B (3.4 LTR)
====================

  QGIS 3.0 - October 2017
  QGIS 3.2 - Februray 2018
  QGIS 3.4 (LTR) - June 2018

  QGIS 2.18 EOL June 2018 (Non-LTR updates until Oct 2018)


Any comments on these proposals are appreciated. It would be good to
have a decision with which everybody is happy soon in order to publish
an updated roadmap.


(I assumed the current 3.0 release date, if that one is postponed,
adjusting it should be trivial)
