[Qgis-psc] Certification programme draft

Hi All

At tonights PSC meeting I would like to show the progress we have made
towards building the certification system. I have deployed a staging copy
of the changelog website which includes what we have built so far:

http://staging.changelog.qgis.org/en/

If anyone is interested to play with it feel free to create a login there
if you don't already have one (I carried over the accounts from the live
site) and have a look at e.g. the QGIS project menu:

You will see the certification section above there. This ticket explains
the basic architecture plans:
