[Qgis-psc] A Coruña (ES) formally propose to Host an Hackmeeting (probably User conf too)

Hi Luigi,

Nice. I was there in 2005 for the ICA (cartography) conference. Was a 
nice place!

Would they want to host in 2019? What would be the preferred month?

It would be good to have a couple of proposals upfront so we could plan 
a bit in advance.
