[Qgis-psc] QGIS for Mac OS packaging and infrastructure

As I highlighted in my first email, the current packaging Peter has done is
not perfect. If our proposal get accepted, we will run a crowd-funding
campaign and will remove the blocker and outstanding issues. But, do we
want:
1- to have a reproducible workflow and tools to create the packages for
Mac OS similar to other platforms
2- certified packages
3- a public facing repo for others to contribute
We can tackle the technical issues between now and 3.6 release.
