[Qgis-psc] 3.4 LTR now?

Hi Nathan,

Indeed 3.2 was meant to be LTR but it was supposed to be out 8 months after
3.0.

So, we introduced another release 4 months (as usual) after 3.0, but kept
the original time frame for the LTR, hence becoming 3.4.
