[Qgis-psc] Voting about issues

Hi everybody,
the discussion seems to have taken the wrong direction.
The PSC meetings are over voice because dealing with the amount of
agenda items that accumulate over a month via IRC is very unpractical.
The rationale behind the decision, is to have better communication over
votes. basically, whenever somebody wants to start a new vote, he/she
should send the PSC the text to be voted.
The PSC will then open a vote and officially communicate the voting link
and deadlines so that there is a clear message to the voting members
that they should inform themselves and vote.
I hope this is clear enough Luigi, i you need more context don't
hesitate to ask.
