[Qgis-psc] Release post

We should also bring the visual changelog text (
http://changelog.qgis.org/en/qgis/version/3.4-LTR/) in line with the the
LTR message of the blog post.
The changelog currently reads as if 3.4.0 would become LTR immediately.
