[Qgis-psc] Writing docs

Hi PSC,

as you know, we have budgeted some resources to support documentation
writers, and the money is largely unused. I suggest contacting potential
writers to start the work effectively. I see two options here:

* ask in public if someone is available, and divide the work among them
* contact directly those who already worked on various parts of the
docs, and ask who is interested.

Which one is better for you?
