the idea is to make all the governance 100% transparent.
tickets are useful for things to be done, not for final decisions (I'm
using it for PSC ToDos: https://github.com/qgis/PSC/issues/).
wikis are also suitable for dynamic content. this should be static.
as an extreme example, I'm thinking to an apache dir just listing text
files (it would only be nicer if the content could be rendered as html).
