We used to do that in the past and it was 

1) very difficult to locate decisions that were proposed
2) very difficult to see what the actual resolution was
3) Painful because people would keep changing their votes / trying to change the topic / starting subthreads, often unrelated

If we do it in email it needs to be managed in a way to prevent these kind of issues, but personally I would still prefer a specific form with specific responses, a specific time frame and the ability to go to one place and review all previous questions raised and their outcomes.
