[Qgis-psc] Documentation leader resignation

Dear PSC,

After some months thinking of how I can contribute as QGIS documentation
leader, I decided to resign form this position.

Many reasons led to this decision. I have been unsubscribed of all OSGeo
Mailing list due to too much email boucing and I did not subscribe to any
from this time. I have just seen that my old email is blocked and I can't
use it anymore for OSGeo ML. This issue disconnected me from the community,
even if I always get the Github notifications from QGIS doc and website
repositories.

This led to my second reason. I have not enought time now. I get a new
position in Camptocamp in september, with less technical project. Now I am
not feeling in the best position to contribute and manage a documentation
team in a good way. As some of you noted it, I didn't go to the QGIS
hackfest for a few time [1]. And that's not help :)

I know that Matteo is interesting to take the lead and that he will do a
good job. So as the AGM will take place soon, I would like to ask to the
PSC to vote for this change. I don't know if it should go throw the AGM
process or not, but this is the good time with the QGIS hackfest.

My final though will be to thank you every one, psc members, developper,
contributor, users to share your enthusiasm on the QIGS project. To welcome
me, help me to contribute (Otto if you read me), always be available to
explain me your nice feature you added in QGIS repository. I started using
QGIS around 2009, there is 10 years. It's time, for me, to contribute in
other way to the Open Source community [2].

[1] some time I get profession trip at the same time, other time, just need
to take a break after a trip.
[2] I also quit OSGeo-fr and didn't manage the QGIS-fr meeting from
OSGeo-fr last year. This is new for me but also means that newcomer can
contribute and get a role in community. A good turnover is important.
