Done, I hope everyone is happy currently. If not, please update.
I have also taken the opportunity to move the guidelines to a dedicated
subpage.
Some other points which IMO could be reformulated into "recommendations"
rather than "requirements" are language requirements (English) for code
and UI. Does anyone want to block this adjustment?
There are also 3 points that target the license, I would suggest to
change them to a single one mentioning being "GPL 2 compatible"
