[Qgis-psc] QGIS Plugin website application maintenance

Thanks Tim for stepping in,

I just would like to finish the porting to Django2 and Python3 of the
plugins app because I'm in the middle of it already.

When  I'm done you can probably start porting the other smaller apps.
