[Qgis-psc] QGIS licence (was: QGIS on iOS was QGIS for Mobile (Android))

From my side I am interested in not so much a license change right now (though would be nice if iOS needed it) but rather:

* centralised management of the license by QGIS.org achieved by asking all past and future contributors to cede their copyrighted works to QGIS.org)
* a clear statement from the QGIS.org explaining under which circumstances we might change the license (e.g. adding a 1 line specific clause that allows publishing on the iOS store)

Using a mechanism like this we can occasionally strategically tweak things without having to rethink everything from the ground up.
