exactly, this is the main issue: for you licences are indifferent, for
me they are the central point of our project. my logic: without a free
and open source licence QGIS would never have existed.

I'm sorry it's unclear: this is just a list of proprietary software
Time is scarce here, and problems are huge, I hope it can be excusable
if something is too hasty.
I edited the document, I hope it is more clear now.
Anyway, this is clearly not an official document, it's just a working sheet.
