[Qgis-psc] Draft of environmental policy

Hi,

I started a first draft of a suggested environmental policy: 
https://nextcloud.osgeo.org/f/6515827 Everyone with an OSGeo login can 
contribute.

In order to further test the feasibility of the collaborative editing on 
Nextcloud, I started the test there, with the goal to move it later to 
our Google Docs infrastructure, to keep everything in a single place.
