[Qgis-psc] Environmental policy

OK, so if everyone in the PSC agrees we can proceed as outlined, and
announce publicly. One warning however: most voters in AGM do not
participate in HF, so I'm not 100% sure it is fair to let them decide
about an extra burden on the participants.
