[Qgis-psc] Blog-post accident? Grant proposal summaries from 2018 instead of 2019?

Hi Andreas,

When I worked on the annual report, I noticed that the 2018 summary was
still missing, so I first worked on that.

Inputs for the 2019 summary are collected at
https://github.com/qgis/PSC/issues/21 but the post still needs to be
written.
